Why everybody is avoiding the transition to IPv6:
There’s was, don’t spend a cent on protocol infrastructure improvement until the absolute last minute - there’s no ROI in IPv6 for shareholders.
And thus this:

The writer is correct in saying that IPv6 is still an engineering feast. All the carriers that support native IPv6 today are engineer driven, not business driven. But being business driven I still don’t understand why investments in CGN are allowed and IPv6 is not.
